Background: As local governments deal with increased fiscal limitations, service fees, or user fees have become an important source of revenue. The Mitigation Fee Act allows public agencies to impose fees for government services when, 1) the individual’s decision to use the service is voluntary, and 2) the fees charged to an individual user are reasonably related to the level of service rendered and the cost of providing that service.
Fee Calculation: In 2008, the City of Goleta undertook a comprehensive review of all City fees. The User Fee Study was performed by Wildan Consulting to determine the cost of providing each service. The cost is based on the fully burdened hourly rates that were determined for personnel directly involved in providing a service. The fees, for the most part, are set at the total cost of each service provided. The City Council deemed certain services to be of public benefit and therefore approved those fees at levels less than the total cost of providing those services. This comprehensive fee schedule represents the Council-adopted fees for Goleta.
