Boards and Committees, and Commissions

Membership on a City of Goleta commission, committee or board provides an opportunity for public service to your community. Although the specific duties of these commissions, committees, and boards vary with the purpose for which they were formed, they generally assist the City Council by acting as a line of communication between the general public and the Council. Below are brief descriptions of Goleta’s Commissions, Committees, and Boards:

Library Advisory Committee:

  • Members of the Library Advisory Committee are appointed by the City Council. The City of Goleta is allowed one (1) appointment to the Library Advisory Committee. To be eligible to apply, candidates must reside within the City of Goleta. Appointments are one-year terms which run from July 1 to June 30 each year.

Santa Barbara Coastal Vector Control District of Trustees:

  • Members of the Santa Barbara Coastal Vector Control District of Trustees are appointed by the City Council. The City of Goleta is allowed one (1) appointment to the Santa Barbara Coastal Vector Control District Board. To be eligible to apply, candidates must reside within the City of Goleta. Appointments will be for a two year term which commences on the first Monday in January. The Santa Barbara Coastal Vector Control District meets on the second Thursdays of the month at 3:30 p.m.

Design Review Board:

  • The Design Review Board is composed of seven (7) members, appointed by the City Council. Of the 7 members, a minimum of four (4) must be residents of the City. At least two (2) members must be licensed architects, and at least two (2) members must be licensed landscape professionals (landscape architect or landscape contractor)). The three (3) at-large members must reside within the City. The City Council may also appoint one or more alternates to the DRB. Alternates may participate in all general DRB matters, but may only vote on a project approval or other Board decision when a regular DRB member is absent or recused from a meeting. On or before February of each year, the City Council makes appointments to the DRB. Members of the DRB are appointed for a term of three (3) years. The members shall be skilled in reading and interpreting architectural and landscape drawings and able to judge the effects of a proposed building, structure, landscaping or sign upon the desirability, property value, and development of surrounding areas. The terms of the members shall be staggered so that approximately one third of the members are appointed each year. Members shall serve until their successors are appointed by the City Council.

Planning Commission:

  • The Planning Commission consists of five (5) members. Each councilmember has the authority to appoint one member to the commission. Members of the commission must be residents of the City and must be qualified electors within the City. Each member shall be a resident of the City for the year immediately preceding the inception of his or her term. No member of the commission may be an employee or officer of the City. Members of the commission shall be appointed for four year terms which shall expire at the first regular meeting of the first February following the expiration of the current term of office of the City Council member who appointed the commission member.

After selection, each commissioner, board or committee member is sworn in by the City Clerk and required to file Statements of Economic Interest per State law.

Boards and Commissions make recommendations for Council consideration. All meetings are open to the public and citizens are encouraged to attend and participate.

Vacancies are posted as required by law, and applications are kept on file for a period of one year.
