The Capital Improvement Program (CIP) allows the City to identify the needs of the community and to prepare a long term funding strategy to meet those needs. The CIP includes any project that involves needed repairs or improvements to our existing infrastructure (streets, parks, city facilities, etc.) and the acquisition or construction of new infrastructure.
The City of Goleta inherited a list of CIPs from the County upon incorporation. This included a portion of the transportation improvement projects identified in the County’s Goleta Transportation Improvement Program (GTIP). With the completion of the City’s General Plan, a new list of capital improvement projects has been developed. This updated CIP list is based on a thorough review of the City’s transportation element and various general plan policies. It is intended to address infrastructure needs associated with both existing and future development identified in the General Plan.
