Items on the agenda include:
- The City Councill will proclaim October 10th as World Homeless Day in Goleta. This day is observed annually to raise awareness of the needs of people experiencing homelessness and to highlight effective, compassionate responses. This year, a coalition of providers has joined together to create a campaign themed “Kindness Can Change a Life.” The video campaign will feature the stories of local individuals experiencing homelessness and can be viewed beginning October 10 at sbact.org/whd. - The City Council will issue a proclamation recognizing Ice in Paradise for its 10th Ice in Paradise is a non-profit organization that provides a variety of recreational ice-skating programs for all members of the community. The public is invited to celebrate the 10th Anniversary of Ice in Paradise (6985 Santa Felicia Dr) on Saturday, October 11 from 11am – 5pm for day of fun for the whole family. - The Council will hold a public hearing on a bid protest and award construction for the Mathilda Park Improvements Project (Project). The Project includes the replacement of the playground, defined turf space, drought-tolerant plant materials, drainage improvements, and adjustments to the alignment of the walkway to meet the Americans with Disabilities Act (ADA) requirements. The City opened the bidding process in December 2024 but bids were over the engineer’s estimate and a rebidding process began in July 2025. - The City Council will also hold a public hearing on the initiation of a Specific Plan Amendment to the Cabrillo Business Park Specific Plan (CBPSP). The City adopted the CBPSP in September 2013 – it sets forth the land use regulations for the Cabrillo Business Park (CPB), which is in close proximity to Santa Barbara Airport. An updated Santa Barbara Airport Land Use Compatibility Plan (ALUCP) was adopted by the Santa Barbara County Association of Governments (SBCAG) in January 2023 replacing the previous ALUCP originally adopted in 1993. The proposed Specific Plan Amendment would amend the adopted CBP SP to conform to the 2023 ALUCP with respect to airport Safety Zone boundaries and make certain other administrative amendments. - The Council will provide direction on the regulation of and enforcement against vehicle dwelling and encampments on City property. The City has historically addressed encampments in its open space areas, creeks, sidewalks, library, and other public facilities. Recently, the City has received a number of resident complaints regarding individuals who dwell in their vehicles parked on City streets. The City uses a collaborative and multi-agency approach to address homelessness within its boundaries and will present options that align with this approach. - The City Council will consider adoption of the City Public Art Policy. Staff is returning to Council with an updated Public Art Policy, resolution, ordinance, and related documents after receiving feedback at the August 19, 2025, City Council meeting. The policy will establish the City’s vision for public art in the community and guide the review and approval process for public art projects in the City. How to Participate
- Attend In-Person: City Council meetings take place in Council Chambers at Goleta City Hall located at 130 Cremona Drive. In-person simultaneous Spanish interpretation is now conducted at all City Council meetings. Agendas are also translated into Spanish and can be found on the City’s website in advance of the meeting at cityofgoleta.org/meetings-agendas.
- Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.gov. Your comment will be placed into the record and distributed appropriately.
