Items on the agenda include:
- The City Manager’s report will include an update on the City’s July 4th Drone Light Show event.
- The City Councill will receive a presentation from Central Coast Community Energy (3CE) on its energy programs, offerings, and enrollment. 3CE is a public agency that sources competitively priced electricity from clean and renewable energy resources. The Goleta City Council voted to join 3CE in August 2019, and was accepted as a new jurisdiction in December 2019. 3CE provides service to approximately 1.2 million people throughout the Central Coast, including residential, commercial, and agricultural customers in communities located within Monterey, San Benito, San Luis Obispo, Santa Barbara, and Santa Cruz counties. - The Council will conduct a first reading of an Ordinance adding a chapter entitled “Public Art Review Board” to the Goleta Municipal Code. At its October 7, 2025, meeting, the Council adopted the City of Goleta Public Art Policy. This ordinance establishes an advisory board to review public art projects. - The City Council will discuss the dissolution of the Standing Naming Committee (Committee) and adoption of an updated City of Goleta Naming Policy (Policy). The City’s Committee was formed in 2010 and consists of two members of the City Council and two city residents. Staff is looking to modernize the City’s process for reviewing naming proposals for City parks and facilities. Updating the Policy also provides an opportunity to re-envision how the City manages dedications and commemorative objects, including the commemorative bench program. - The Council will discuss an ordinance to amend encampment, vehicle camping, and administrative citation regulations. On October 7, 2025, the City Council heard an agenda item that contemplated the community impacts of people who set up encampments on City property and live in vehicles parked on City streets. At the meeting, Council provided policy direction to amend the City’s encampment and vehicle dwelling ordinances. How to Participate
- Attend In-Person: City Council meetings take place in Council Chambers at Goleta City Hall located at 130 Cremona Drive. In-person simultaneous Spanish interpretation is now conducted at all City Council meetings. Agendas are also translated into Spanish and can be found on the City’s website in advance of the meeting at www.cityofgoleta.org/meetings-agendas.
- Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.gov. Your comment will be placed into the record and distributed appropriately.
