Local Coastal Program Workshop

The City of Goleta is hosting a Planning Commission workshop on the City’s Local Coastal Program (LCP) project on Monday, December 8 at 6:00 p.m. in City Hall Council Chambers (130 Cremona Drive). The public can also attend virtually via Zoom. Information for how to attend virtually will be posted on the agenda, which will be available at least 72 hours before the workshop at: https://www.cityofgoleta.org/goletameetings.

The California Coastal Act requires that local governments prepare LCPs, which are land use planning documents that lay out a framework for development and coastal resource protection within a city or county’s Coastal Zone. Once an LCP is adopted by the local jurisdiction, it is submitted to the California Coastal Commission for certification. Upon certification of an LCP, the California Coastal Commission delegates Coastal Act permit authority over development within the local jurisdiction’s Coastal Zone to the local government.

The purpose of the workshop is to (1) introduce the Planning Commission and public to the concept and significance of an LCP and (2) get initial feedback from the Planning Commission and the public on draft LCP policies by subject area. After the draft LCP policies are considered, a subsequent public hearing draft LCP with policies and associated zoning amendments will be presented to Planning Commission for review and recommendation to City Council. City Council will be asked to adopt the hearing draft LCP prior to submittal to the Coastal Commission for certification.
