On Tuesday, December 16, 2025, at 5:30 p.m., the City Council will conduct a public hearing to consider adoption of Urgency and Non-Urgency Ordinances to amend Title 17 (Zoning) of the Goleta Municipal Code (GMC) related to Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs). The meeting will be held in person in City Council Chambers (130 Cremona Drive) and via the Zoom platform. The public may also view the meeting on Goleta TV Channel 19, the City’s YouTube Channel, and/or online at www.cityofgoleta.org/meetings-agendas.
Due to new legislation, the proposed Ordinances include a new set of citywide ADU and JADU standards that will fully comply with the changes in State law. Topics include:
- ADU and JADU Sizes
- Quantity of Building Permit Only ADUs
- ADU Permitting Process
- ADU Processing in the Coastal Zone
- Fire Sprinklers
- JADU Owner-Occupancy
- Disaster-Affected Areas
- Impact Fees
Additional revisions include minor alignments with State ADU law; updated State ADU law citations; updated and added specific cross-references; and clarifying clauses and subsection titles, where appropriate.
