Join Us for the Feb. 3 Council Meeting

Topics Include: Fitness with Rachel Business Recognition Award, Project Connect Update, Cathedral Oaks Road and Crib Wall Replacement, and Five-Year Forecast

We hope you will join us for the Goleta City Council meeting on Tuesday, February 3rd at 5:30 p.m. We encourage you to come in-person to Council Chambers, watch live, or participate via Zoom. Directions for how to do so can be found below.

Items on the agenda include:

  • The City Councill will present a Business Recognition Award certificate to Fitness with Rachel. The City’s Business Recognition Program highlights exceptional Goleta businesses for their notable achievements and unique contributions to the community. Nominations are open to the public and self-nominations are encouraged. Fitness with Rachel was selected for its success as a woman-owned business and dedication to enriching the lives of seniors and residents in the City of Goleta.   • The Council will receive an update on Project Connect. Project Connect is a combined transportation and infrastructure project located in Old Town Goleta. The project brings together the former Ekwill Street and Fowler Road Extensions Project and the Hollister Avenue Bridge Replacement Project. In addition to transportation improvements, Project Connect includes major drainage and creek infrastructure upgrades. Project Connect construction began in March 2024. To date, the contractor has completed approximately two-thirds of the construction, with major roadway, bridge, and utility improvements substantially in place.   • The City Council will discuss authorizing staff to advertise a notice inviting construction bids for the Cathedral Oaks Road and Crib Wall Replacement Project Phase I and II. In early 2017, the City temporarily closed both the roadway and bike path in this area following severe winter storms that caused erosion and ground movement. Storms in 2023 prompted another road closure; while the road reopened the bike path remains closed. Professional design services for the project were executed in June 2024 and the City is now ready to advertise for construction bids.   • The Council will discuss the Preliminary Five-Year Forecast and review funding priorities for Fiscal Year 2026-27. The City is in the process of its Mid-Cycle Budget Review of its two-year budget plan. To support this process, staff is bringing Council an updated Preliminary Five-Year Forecast. The forecast provides context for the upcoming budget development year, recaps recent major commitments that impact the City’s limited financial resources and staff workloads, and informs the City Council’s upcoming deliberations on work program priorities. This report identifies key areas requiring attention in the Mid-Cycle Budget and seeks Council feedback on funding priorities. Read the staff report at https://tinyurl.com/yw79h6yw.

  • Attend In-Person: City Council meetings take place in Council Chambers at Goleta City Hall located at 130 Cremona Drive. In-person simultaneous Spanish interpretation is now conducted at all City Council meetings. Agendas are also translated into Spanish and can be found on the City’s website in advance of the meeting at www.cityofgoleta.org/meetings-agendas.
  • Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.gov. Your comment will be placed into the record and distributed appropriately.
