Join Us for the Feb. 17 Council Meeting

Topics Include: Black History Month, Senior Mobile Home Park, General Government Department Annual Work Program, and Development Impact Fee Program Update

We hope you will join us for the Goleta City Council meeting on Tuesday, February 17th at 5:30 p.m. (closed session begins at 4:30 p.m.). We encourage you to come in-person to Council Chambers, watch live, or participate via Zoom. Directions for how to do so can be found below.

Items on the agenda include:

  • The City Councill will proclaim February 2026 as Black History Month in the City of Goleta. Black History Month is an annual observance in February dedicated to recognizing and celebrating the invaluable contributions and achievements of African Americans throughout the history of the United States. The 2026 national theme, “A Century of Black History Commemorations,” marks the 100-year legacy of Dr. Carter G. Woodson’s establishment of Negro History Week.   • The Council will consider adoption of an Interim Urgency Ordinance and Senior Mobile Home Park Overlay and Moratorium on Conversion to All-Ages Park. As the only known senior mobile home park in the City, University Mobilehome Park (Park) is a unique source of unsubsidized affordable housing for seniors. Since assuming management of the Park in October 2025, Harmony Communities, Inc. (Harmony) has moved swiftly to enact several changes, including seeking to change the Park from seniors only to an all-ages community. The proposed ordinance is necessary to protect a unique source of unsubsidized affordable housing and for the immediate preservation of the public health, safety and welfare.   • The City Council will discuss work priorities and adopt the Annual Work Program for Fiscal Year 2026-27 for the General Government Department. The purpose of this workshop item is to update the Council on existing work commitments and recent accomplishments, and to provide the Council with an opportunity to discuss work priorities for the General Government Department for the upcoming fiscal year. The Annual Work Program covers the work of the four main divisions in the Department: City Manager, City Clerk, Community Relations, and Human Resources/Risk Management.   • The Council will receive a presentation and provide feedback on the Draft 2026 Development Impact Fee (DIF) Program Update. DIF are fees imposed on development projects to offset in whole or in part, the cost of new or additional public facilities caused by the development. Local Agencies are required to conduct and make public specific findings to ensure that the DIF’s purposes remain valid, the funds remain needed, and the fees still meet the reasonable relationship standards. In 2019, the City completed a Nexus Study Development Impact Fee Study. To comply with requirements, a 2026 DIF update study is required, which analyzes the proportionate relationship between development and all of the DIF. This is a preliminary study session to present the draft DIF Nexus Study and receive feedback from the City Council and the public.   • Attend In-Person: City Council meetings take place in Council Chambers at Goleta City Hall located at 130 Cremona Drive. In-person simultaneous Spanish interpretation is now conducted at all City Council meetings. Agendas are also translated into Spanish and can be found on the City’s website in advance of the meeting at www.cityofgoleta.org/meetings-agendas.
  • Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.gov. Your comment will be placed into the record and distributed appropriately.
  • Just Watch: You can watch City Council meetings live on our website in high definition at https://www.cityofgoleta.org/meetings-agendas or live on Goleta TV Channel 19. If you miss the meeting, it is rebroadcast on Channel 19 Wednesdays and Saturdays at 10:00 a.m. and 5:00 p.m., and is available to watch at any time on the City website.
