Items on the agenda include:
- The City Council will issue a proclamation recognizing April 13 – 20 as “International Dark Sky Week.” Light pollution not only impacts the ability to see stars but has scientifically-established economic and environmental consequences. The week is meant to raise awareness of the effects of light pollution, provide free education, resources, and solutions to the public, and encourage the protection of and enjoyment of dark skies and responsible outdoor lighting. - The Council will also issue a proclamation recognizing the week of April 19 – 25 as National Library Week. Libraries are a vital part of communities. Libraries spark creativity, fuel imagination, and inspire lifelong learning. Libraries also serve as vibrant community hubs, empower job seekers, nurture young minds, and more. Residents are encouraged to visit their library, explore its resources, and celebrate all the ways that the library helps our community find joy. - Council will hold a public hearing on an Addendum to the Initial Study Mitigated Negative Declaration (IS-MND) for the San Jose Creek Channel Fish Passage Modification Project. The project was established in early 2022 in order to satisfy a permit requirement from the California Department of Fish and Wildlife (CDFW) mandating that the City modify in-place fish passage elements constructed within San Jose Creek Channel since they do not properly provide a functioning and viable migration corridor for steelhead trout. The fish passage elements originally constructed as part of the City’s 2014 San Jose Creek Capacity Improvement and Fish Passage Project (Original Project). The IS-MND was completed in 2007 for the Original Project and an Addendum was completed in 2008 to accommodate a fish passage facility through the concrete channel. The current Addendum to the IS-MND that is before the Council addresses the San Jose Creek Channel Fish Passage Modification Project. - The City Council will discuss work priorities and adopt the Annual Work Program for Fiscal Year 2026-27 for the Finance Department and Neighborhood Services Department. The purpose of these workshops is to update the Council on existing work commitments and progress and to provide the Council an opportunity to discuss work priorities for each Department. The Annual Work Program also summarizes work progress and accomplishments for the past fiscal year, FY 2025-26, and lays the groundwork for the Department’s mid-cycle budget.

How to Participate
- Attend In-Person: City Council meetings take place in Council Chambers at Goleta City Hall located at 130 Cremona Drive. In-person simultaneous Spanish interpretation is now conducted at all City Council meetings. Agendas are also translated into Spanish and can be found on the City’s website in advance of the meeting at www.cityofgoleta.org/meetings-agendas.
- Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.gov. Your comment will be placed into the record and distributed appropriately.
- Just Watch: You can watch City Council meetings live on our website in high definition at https://www.cityofgoleta.org/meetings-agendas or live on Goleta TV Channel 19. If you miss the meeting, it is rebroadcast on Channel 19 Wednesdays and Saturdays at 10:00 a.m. and 5:00 p.m., and is available to watch at any time on the City website.
