Items on the agenda include:
- The City Council will recognize May 3 – 9, 2026, as the 57th Annual Professional Municipal Clerks Week. The City Clerk’s Office provides a professional link between residents and local government. Please join us in showing appreciation for the invaluable work of our Goleta City Clerk team and recognizing the group’s vital contributions to public service as well as itsimportant role in the day-to-day operations of our city. - The Council will proclaim May 2026 as Older Americans Month. The City of Goleta is committed to honoring and celebrating the invaluable contributions, resilience, and wisdom of older adults who have helped shape our community’s history, character, and future. The City affirms its commitment to supporting policies, programs, and partnerships that empower older adults to thrive, contribute, and remain connected to the life of our city. - The City Council will receive a presentation on the proposed splash pad operations, schedule, and estimated costs, and discuss an amendment to an agreement for janitorial services. The splash pad at Jonny D. Wallis Neighborhood Park is the City’s first aquatic facility and is scheduled to open with a ribbon-cutting ceremony on May 21 at 3:00 p.m. The splash pad includes two activator pedestals that initiate water flow during operating hours, supplying 34 spray jets with varying patterns and spray heights to support a range of user experiences. - Council will also receive a presentation on the Hollister Avenue Old Town Interim Striping Project. The Project included reducing travel lanes from two lanes to one lane in each direction, increasing on-street parking with angled 90-minute spaces, and installing Class II bike lanes on Hollister Avenue between Fairview Avenue and Kinman Avenue. The Project has been in place for approximately 18 months. Data collected shows trends in traffic speed, collisions, and bike and pedestrian activity. - The City Council will discuss work priorities and adopt the Annual Work Program for Fiscal Year 2026-27 for the Public Works Department. The purpose of this workshop item is to update the Council on existing work commitments and recent accomplishments, and to provide the Council with an opportunity to discuss work priorities for the Public Works Department for the upcoming fiscal year. The Annual Work Program covers the work of the seven main divisions in the Department: Administration, Traffic and Development Engineering, Street Lighting, Parks and Open Space, Capital Improvement, Streets Maintenance, and Environmental Services. - The Council will discuss short-term vacation rental (STVR) ordinance amendments and administrative changes. A STVR is a dwelling unit that is rented to a tenant for a period of not more than 30 consecutive days. The City’s STVR regulations, in Chapter 5.08 of the Goleta Municipal Code, allow for STVRs while promoting responsible visitor and operator behavior and protecting the long-term residential character of its neighborhoods. Amendments are being proposed to the existing STVR regulations to implement Housing Element (HE) Subprogram 1.7 and prior Council direction. - Attend In-Person: City Council meetings take place in Council Chambers at Goleta City Hall located at 130 Cremona Drive. In-person simultaneous Spanish interpretation is now conducted at all City Council meetings. Agendas are also translated into Spanish and can be found on the City’s website in advance of the meeting at www.cityofgoleta.org/meetings-agendas.
- Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.gov. Your comment will be placed into the record and distributed appropriately.

If you miss the meeting, it is rebroadcast on Channel 19 Wednesdays and Saturdays at 10:00 a.m. and 5:00 p.m., and is available to watch at any time on the City website.
