The City of Goleta’s Design Review Board will review a proposed amendment to the Storke Medical Center project at its July 28th meeting taking place at 3:00 p.m. in City Council Chambers. Camino Real IV, LLC, the applicant, has proposed a two-story Medical Clinic building at 6975 Santa Felicia Drive with a floor area of 39,770 square feet for a local provider of medical and wellness services, with an accessory childcare facility. The project location is in the heart of western Goleta and adjacent to Ice in Paradise and Girsh Park. The project includes 1,230 square feet for a childcare facility to support the future employees. The childcare facility also includes a 1,500-square foot outdoor play yard attached to the childcare facility. The project site is on a 4.32-acre parcel that is partially developed with a 178-space parking lot and bioswale.
A previous medical center project at the same location was approved in October 2023. The design and layout of the original project have been refined based on the needs of the medical services to be provided and, as a result, the applicant has requested changes to the project, which necessitates a Development Plan Amendment. The previously approved project has not begun construction. The changes associated with the new medical center proposal are detailed below:
- An increase in 5,320 gross square feet (originally 37,200 sq. ft., now proposed 42,520 sq. ft.)
- An increase in 1,814 square feet of building footprint (originally was 19,716 sq. ft., is now 21,530 sq. ft.)
- A change from two buildings to one building, which triggers site plan changes
- A decrease in 1,821 square feet in total landscaping (originally was 53,649 sq. ft., is now 51,828 sq. ft.)
- An increase from 245 to 253 total parking spaces (8 additional parking spaces)
An additional parking lot will be created on the site, which will have 75 standard-sized parking stalls and eight ADA-compliant parking spaces. This change allows for drive aisles that are 26’ in width as required by the Fire Department. Of the eight ADA-compliant parking spaces, three spaces will be van-accessible. Along the northern edge of the new parking lot, there will be 11 electrical vehicle charging stations. There will also be two EV chargers for van-accessible spaces near the building. There will be eight covered, long-term bicycle parking spaces with four EV chargers and eight short-term bicycle parking spaces, for a total of eight covered and 32 uncovered spaces.
As part of this project, landscape buffers will be provided along Santa Felicia Drive, Storke Road, and Frey Way to screen and enhance the project boundaries. Plantings will include drought-tolerant and low-maintenance trees, shrubs, and ground cover. The parking lot will be shaded by either the landscaping within the 16’ buffer along the northern property line or by planter islands within the center of the parking lot. Landscaping within these planter islands will include trees to provide shade for surrounding vehicles and to mitigate the effect of heat in the parking lot. The building will be enhanced with landscaping within both planter areas as well as individual tree wells. The lighting in the existing parking lot will remain with additional LED pole-mounted lighting proposed in the new parking lot.
Following the DRB’s Conceptual and Preliminary Design Review hearing, the project will be considered by the Planning Commission for action on the following applications: (i) an Amendment to the Camino Real Development Plan that was approved by City Council on September 19, 2023; and (ii) Design Review for the 39,660-square foot, two-story Medical Office building with accessory childcare use. The Planning Commission will also review and consider the California Environmental Quality Act (CEQA) analysis associated with the Development Plan Amendment and Design Review for the project.
A Conceptual and Preliminary Design Review of the proposal will be held at the Design Review Board Meeting on Tuesday, July 28, at 3:00 p.m. The meeting will be held in person at Goleta City Hall Council Chambers (130 Cremona Drive) and via the Zoom platform.
