Items on the agenda include:

• The City Council will present Ocean Nails & Spa with a Business Recognition Award for its success as a woman-owned business and its longevity in the City of Goleta. Read the staff report at https://tinyurl.com/46yzbduu.
  
  
• The Council will hold a public hearing for a Street Lighting Benefit Assessment for Fiscal Year 2026/27. Soon after incorporation, the Goleta City Council established the FY 2002/03 Street Lighting Benefit Assessments by confirming the existing assessments implemented by Santa Barbara County and continued to collect the assessment. The benefit assessment amount for streetlight services is at $24 per residential parcel (and is adjusted by benefit factor for other property types). These amounts remain unchanged from last year. The City’s streetlight costs (energy and maintenance) are funded through a combination of benefit assessments and the General Fund. • The Council will also hold a public hearing to establish the tax rate for the Goleta Library Special Tax for Fiscal Year 2026/27. In June 1990, the voters in County Service Area No. 3 (CSA 3) approved Measure L, which authorized a special tax to fund enhanced services at the Goleta Valley Library. In accordance with the terms of ballot Measure L that authorized the special tax, the City Council must hold a public hearing annually to fix the amount of taxes to be collected. Measure L authorized the tax rates to be adjusted annually using the Consumer Price Index (CPI) for the Los Angeles - Long Beach - Anaheim area for the calendar year immediately preceding the applicable tax year. • The City Council will continue the public hearing from May 19, 2026, to consider the proposed 2026 Development Impact Fee (DIF) Program Update. Development Impact Fees help fund new or expanded public facilities needed to serve future growth. State law requires local agencies to periodically review these fees and update the supporting analysis. The City completed an updated Development Impact Fee Nexus Study in June 2026. A draft study was presented to the City Council on February 17, 2026. The final Development Impact Fee Nexus Study is being presented to the City Council for consideration at the July 21, 2026, meeting. • The Council will receive an update on the Goleta Valley Library Capital Campaign and discuss donor recognition and naming considerations. The Goleta Valley Library’s capital campaign “Writing the Next Chapter” launched in February 2026 to raise funds for upgraded interior furnishings. As of mid-July the campaign has raised $1.1 million of the $1.7 million goal. Council will consider a proposed donor recognition wall to thank those contributing to the campaign as well as discuss naming the children’s section of the library. • The Council will discuss designating City Council delegates for the Cal Cities Annual Conference. Councilmember Luz Reyes-Martín is recommended as the voting delegate and Councilmember James Kyriaco as the alternate delegate to represent the City at the Cal Cities 2026 General Assembly. • Council will consider appointment of a City Council member to the Continuum of Care Board of Directors. The Santa Maria/Santa Barbara Continuum of Care (CoC) is a federal homelessness funding and policy local oversight group. The CoC applies for all federal and state grants for Santa Barbara County and determines how the funds are allocated in partnership with the Department of Community Services, Homeless Services Division of the County of Santa Barbara. Due to recent Charter amendments on membership, staff recommends that the City Council appoint one of its members to serve on the CoC Board.
