Items on the agenda include:

• The City Council will recognize the Santa Barbara Elks Lodge #613 with a Proclamation for its 125^th Anniversary. Over the last 125 years, the Elks have been dedicated to the principles of Charity, Justice, Brotherly Love, and Fidelity. Members build a stronger community by providing college scholarships, supporting local youth programs, and funding drug awareness initiatives. Join the City in recognizing the Benevolent and Protective Order of Elks for 125 years of outstanding service, patriotism, and dedication to our community. • The Council will receive a presentation from nonprofits assisting community members impacted by Immigration and Customs Enforcement (ICE) activities. At the July 21, 2025, Special City Council meeting, the City Council allocated $100,000 in grant funding to local nonprofit organizations providing frontline assistance to individuals and families impacted by ICE activities. The three (3) nonprofits that received grant funding will provide an update about the services provided, outcomes achieved during the past year, and answer Council’s questions. • The City Council will receive a presentation on Historic Preservation Commission (HPC) activities. The HPC is a key advisory body, tasked with ensuring that the community’s historical and cultural resources are thoughtfully considered during the development review process. The HPC was created as part of the Historic Preservation Ordinance and held its first meeting on February 22, 2023. Overall, the HPC is functioning effectively and fulfilling its intended role. • The Council will consider the initiation of a specific plan amendment to the Camino Real Specific Plan (CRSP) to remove the 300-foot-wide airport safety approach corridor. While the City comprehensively updated its General Plan and Zoning Ordinance in 2023 to reflect the 2023 Airport Land Use Compatibility Plan (ALUCP), the CRSP was not amended concurrently. As a result, the CRSP retains outdated airport safety corridor provisions that are no longer consistent with adopted City of Goleta General Plan, Zoning Ordinance, or the adopted Santa Barbara ALUCP. This initiation will allow the applicant to formally submit an application for an amendment to remove references to and mapping of the former 300-foot airport clear/safety corridor.
