Items on the agenda include:

• The Council will receive a presentation and provide feedback to staff on possible regulation of firearm and ammunition retail sales. In response to recent City Council and community interest in developing firearm retail-specific regulations, this staff report introduces related regulatory concepts for Council consideration and seeks direction on how and where to regulate firearm and ammunition retail. • The Council will hold a public hearing to consider the initiation of a General Plan Amendment (GPA) for a change in land use designation. An amendment initiation was submitted by the property owners of 7979 Hollister Avenue to change the land use designation of the property from Open Space – Active Recreation to Visitor Serving Commercial in order to facilitate the creation of a coastal-oriented RV/campground and other lodging options and commercial amenities. The subject parcel is currently developed with the oil processing facility, also known as the Ellwood Onshore Oil and Gas Processing Facility. • The City Council will proclaim September 2026 as “National Preparedness Month” in Goleta. National Preparedness Month highlights the opportunity to prepare your homes, businesses, and community for any type of emergency including natural and human caused disasters. • The City Council will recognize September 2026 as “Lemon Month” in Goleta. The Goleta Lemon Festival, hosted by the Santa Barbara South Coast Chamber of Commerce, returns for its 33^rd year on September 26 & 27 at Girsh Park. Come visit the City’s booth at this weekend-long event! All month long you can show your Goleta spirit by wearing your vintage Lemon Festival (or yellow) T-shirts. • The City Council will declare September 2026 as “Library Card Sign-Up Month” in Goleta. Libraries welcome all people, serving as inclusive and accessible community hubs that connect individuals across cultures, generations, and experiences.
