Ellwood Onshore Facility Hydrogen Sulfide (H2S) Release 02/11/10

At approximately 12:30 a.m. on February 11, 2010, a Hydrogen Sulfide (H2S) release occurred at the Ellwood Onshore Facility (EOF). The EOF gas plant had been down for maintenance over the past week and half, and the plant was in the process of a restart when a fence line monitor alarmed, causing a shut-down of gas operations at Platform Holly and the EOF. The monitor picked up 17 parts per million (ppm) of H2S; it is set to alarm at 10 ppm. The causative factor was a valve left open on a tank compressor in the gas plant. Gas operations at Platform Holly and the EOF remained shut-in until the Santa Barbara County Air Pollution Control District (APCD) authorized a restart at approximately 10:40 am on February 11, 2010.
