Incorporated in 2002, the City of Goleta is a General Law City with a Council-Manager form of government. The Council-Manager form is the system of local government that combines the political leadership of elected officials in the form of a Council with the managerial experience of an appointed local government manager. The Goleta City Council serves as a legislative body and consists of five council members, one of whom is chosen to serve as mayor for a one-year term.
Under the City of Goleta’s form of government, the City Manager is the chief administrative officer of the City and reports directly to the City Council. The City Manager appoints (subject to the City Council’s approval) the department heads of the City’s operating departments. The City Attorney is appointed and reports directly to the City Council.
City departments and divisions include: City Attorney, City Clerk, City Manager’s Office, Finance, Human Resources, Library, Neighborhood Services and Public Safety, Planning and Environmental Review, and Public Works.
The City Council meets on the 1st and 3rd Tuesday of the month at 5:30 p.m. in City Hall Council Chambers. Council meetings are also available live on Channel 19 or live and recorded here on our website.
The Planning Commission meets on the 2nd and 4th Monday of the month at 6:00 p.m. at City Hall in the Council Chambers.
The Design Review Board meets the 2nd and 4th Tuesday of the month at 3:00 p.m. at City Hall in the Council Chambers.
