IMPORTANT NOTICE: On December 29, 2011, the California Supreme Court issued an opinion in California Redevelopment Association v. Matosantos, upholding Assembly Bill 1X 26 and invalidating Assembly Bill 1X 27 (the legislation that would have permitted redevelopment agencies to continue operation if their sponsoring jurisdiction agreed to make certain payments for the benefit of schools and special districts).

As a result, all California redevelopment agencies will be dissolved, effective February 1, 2012.

The City of Goleta has elected to take on the role of Successor Agency both for housing and non-housing functions needed to wind down the affairs of the former Redevelopment Agency.

Redevelopment agencies represent one of the most important tools a community has to help breathe new life into areas in need of revitalization, economic development and new opportunity. Redevelopment activities create jobs and expand opportunities for business, provide affordable housing and home ownership opportunities for families most in need, reduce crime, improve infrastructure, and lead cleanup of environmentally threatened and rundown areas.

The Redevelopment Agency for the City of Goleta (RDA) seeks to improve the area commonly known as the Goleta Old Town Redevelopment Project Area. It is guided by the Redevelopment Plan (PDF) approved and adopted in July of 1998 by the County of Santa Barbara under County Ordinance No. 4326.

As required by California Community Redevelopment Law (CCRL), the RDA adopted a Five-Year Implementation Plan for the Goleta Old Town Redevelopment Project as required in June 2008. The Implementation Plan presents the Agency’s goals and objectives, anticipated projects and programs and estimated expenditures for a five-year planning period beginning in Fiscal Year 2008-09 and terminating at the end of Fiscal Year 2012-13.

Section 33490 of the CCRL requires that a redevelopment agency conduct a midterm review public hearing on the implementation plan and redevelopment plan between the second and third year of the implementation plan. It also requires any amendments to the implementation plan to be considered at a noticed public hearing. The Amended 5-Year Implementation Plan (Resolution No. 11-04) was approved on March 15, 2011 and includes the Agency’s anticipated redevelopment and affordable housing programs for 2008-09 through 2012-13. 

In 1998, prior to the City's incorporation, the County of Santa Barbara prepared the Goleta Old Town Revitalization Plan (see links to document below). After incorporation, one of the initial implementation efforts of the City's RDA was to create a program to improve the buildings in Old Town through a Storefront Facade Improvement Program (SFIP).

The RDA has also made headway on the affordable housing front by providing procedural and financial support for the construction of the Sumida Gardens 200-unit workforce rental housing project in Old Town.

On October 6, 2009 the City Council unanimously adopted its first Economic Development Strategic Plan. Each of the seven goals has numerous objectives which will help guide the City in future decisions on our relationship with Goleta’s business community, our planning process, tourism, and more.
