The City of Santa Barbara is in the process of creating a new Master Plan for the Airport area south of Hollister Avenue. The Master Plan evaluates current and forecasted airport activity, facility requirements, and a review of various alternatives for Santa Barbara Airport. The objective of the Plan is to provide guidance for future development to satisfy aviation demand while considering the environment, fiscal responsibility, and Federal Aviation Administration (FAA) safety design standards.
In June 2014, the City of Santa Barbara released a draft of the Master Plan. This can be downloaded in parts below:

On August 31, 2015, the City of Santa Barbara released a Draft Program Environmental Impact Report (DEIR) for the Master Plan. The public commenting period for the DEIR ended Friday, October 30, 2015. The City submitted comments on the DEIR. These comments can be downloaded here.
There were two public environmental hearings on the DEIR. The first was before the Airport Commission on September 16, 2015. The second was before the Santa Barbara Planning Commission on Thursday, October 1, 2015.
