PRC 421 Access Road Maintenance and Repair Project

In December of 2014, the City issued a Notice of Violation to Venoco, Inc for unpermitted road maintenance activities on the PRC 421 Access Road that runs from the Ellwood Onshore Facility to the PRC 421 piers which is located in environmentally sensitive habitat (ESHA) and within 50 feet of a coastal bluff.  In January of 2015, Venoco submitted an application for a Development Plan and Coastal Development Permit to the City to correct the violation. The Development Plan, Coastal Development Permit and an Initial Study-Mitigated Negative Declaration were approved by the Planning Commission on February 29, 2016 for a period of five years. No repair and maintenance activities have occurred as of September 2016.
