The City of Goleta's Emergency Operations Plan defines the scope of preparedness and emergency management activities necessary for the City to effectively prepare for, respond to and recover from a large-scale incident or disaster.

 

City's EOP Revision 2026:

The City initiated a project to revise the plan, focusing on the following elements:

  • Align the plan with state regulations and incorporate applicable elements of the 2022 California Office of Emergency Services Best Practices Guide.
  • Improve document structure, flow, navigation. 
  • Enhance interoperability with other jurisdictions.
  • Define demographics for background elements relevant to AB 1638 and AB 160 compliance.
  • Identify personnel, resources, and capabilities to support the community before, during and after a disaster.

Community Input

The whole community of Goleta, including residents, businesses, and community organizations, is invited to review the draft plan and share their feedback. Community input will be collected till May 20th, 2026. This feedback will help the planning team further refine the plan to ensure it reflects the needs and priorities of the community.
