Marking a major watershed moment for Ellwood Mesa and the western monarch butterfly, the Goleta City Council unanimously approved the Ellwood Monarch Butterfly Habitat Management Phase 1 Implementation Plan in October 2023. The Implementation Plan details the comprehensive, on-the-ground work needed to improve monarch butterfly habitat, reduce wildfire risk, and repair basic public infrastructure at the popular Ellwood Mesa Open Space. Approval of the plan is a major milestone for the City and an important step for conservation efforts to recover monarch butterfly populations in the western United States. Read more about the City Council action in the News Release.


This project (Phase 1 Implementation Plan) details the specific actions the City will take to begin implementing the 2019 Monarch Butterfly Habitat Management Plan (MBHMP) and its Mitigated Negative Declaration. It covers 60 acres within the 90 acres covered by the MBHMP. Design and implementation of the project are funded by a $3.9 million State Coastal Conservancy grant. Fuel reduction and fire safety measures are funded by a $1.7 million Cal Fire grant. 

The project was approved by the City Council on October 17, 2023 and the California Coastal Commission on May 10, 2024. Summaries and links to project documents are provided below.

The MBHMP and this project are based on 20 years of planning and over six years of butterfly studies, research, analysis, modeling, project design and community input.
