Assembly Bill No. 1332 requires each local agency, by January 1, 2025 to develop a program for the preapproval of accessory dwelling unit plans. Read more about the Assembly Bill here.
An Accessory Dwelling Unit (ADU) is an attached or a detached residential dwelling unit that provides complete independent living facilities for one or more persons and is located on a lot with a proposed or existing primary residence. ADUs include permanent provisions for living, sleeping, eating, cooking, and sanitation on the same parcel as a single-unit or multi-family dwelling.
The City of Goleta is accepting submissions from design professionals for Accessory Dwelling Unit (ADU) plans to be considered for the ADU preapproval program.

At this time, the City is accepting plans for detached ADUs only.
Please send plans to: PreapprovedADU@cityofgoleta.gov
Accepting submissions on a rolling basis for inclusion into the program. Upon submission of plans Staff will contact the applicant and coordinate a Design Review Board meeting date.
Pay Fees: City staff will invoice you in the amount of $1,791 (Fiscal year 2025-2026) for planning review and Design Review Board (DRB) for acceptance into the Preapproved ADU program.
Building Plan Review: Upon approval, construction drawings shall undergo Building Plan review. Building Plan review fees will be based on valuation of the project including the market rate for labor and materials.
After Building Plan review is complete and the plans are approved, they will be listed on our website.
