Pavement Program - February 2026 Construction Update

Northeast Neighborhood Area
Crews have completed tree trimming along the project streets to allow for safe equipment movement and to help protect trees during slurry seal operations. No trees were removed as part of this work.

In advance of slurry seal work, notifications will be mailed to affected parcels once the schedule is confirmed. Information will also be posted on this webpage. 

Arterial Streets
Due to budget availability, the City can include additional areas in its current construction contract:
  • Pacific Oaks Road between Hollister Avenue and Phelps Road
  • Calle Real between Salisbury Avenue and Rochester Way
  • Verdura Avenue between Carlo Drive and Vega Drive

Work began the week of February 2, when crews started lowering utilities within the street. They will return during the weeks of February 9 and February 16 to grind the existing roadway and pave it curb to curb. Roadway striping and the raising of manholes are scheduled for late February and early March.
  • No street parking during construction
  • Plan for additional travel time
  • Follow directional signage 
In the spring, once temperatures increase, crews will also return to slurry seal and stripe the following streets:
  • Hollister Avenue between Cathedral Oaks Drive and Elderberry Drive
  • Hollister Avenue between Camino Real Marketplace and Storke Road
  • Storke Road between Hollister Avenue and Bollay Drive
Paving activities are complete on Berkeley Road, Calle Real, Hollister Avenue, Los Carneros Road, South Fairview Avenue, and Storke Road. Thank you for your patience during this work. View the project map here to track construction areas.

2025 Pavement Construction Areas

During the 2025 construction season, more than 5.2 center road miles were rehabilitated as part of the City’s Pavement Management Program. 

The Arterial Pavement Project included pavement improvements to the arterial/main roads. Major improvements are complete; some slurry seal and striping work remains. 

The first phase of the Residential Resurfacing Project in the northeast Goleta neighborhood was completed during the 2025 construction season. Crews will return in spring 2026 for phase two, slurry sealing the neighborhood streets. 

2025 Residential Resurfacing Project

Once the weather and temperatures are more favorable for slurry seal application, crews will return to the northeast neighborhood to complete phase two work. The following locations will receive slurry seal treatment:

2025 Arterial Pavement Project

The Contractor has completed all work except for slurry seal treatment and striping on Hollister Avenue between Cathedral Oaks Drive and Elderberry Drive, and microsurfacing treatment and striping on Storke Road from Hollister Avenue to Bollay Drive, and on Hollister Avenue from Camino Real Marketplace to Storke Road.  Crews may return to complete finishing work, but no major traffic impacts are scheduled. The following roadway sections were included in the 2025 Arterial Pavement Project.

2024 Completed Improvement Areas

From July 2024 through October 2024, Public Works completed pavement upgrades on the following roads:

  • Caroldale Lane between Camino Laguna Vista and N. La Patera Lane
  • Colusa Drive between Calle Real and Del Norte Drive
  • Cathedral Oaks Road between Winchester Canyon Road and Evergreen Drive
  • Phelps Road between Pacific Oaks Road and Storke Road
  • Hollister Avenue between Cathedral Oaks Road and Tecolote Creek
  • Storke Road between Hollister Avenue and southbound Hwy 101 ramps
  • N. Fairview Avenue between the northbound Hwy 101 off ramp and Calle Real

Summary of 2024 Pavement Rehabilitation Project

During the 2024 Pavement Rehabilitation Project, upgrades were made to 8 individual streets totaling more than 16,000 feet of improvements citywide. As part of the 2024 upgrades, a new layout on Cathedral Oaks Road was implemented that expanded bike lanes and created safer routes of travel with increased protection from vehicular travel. Additionally, 31 new angled parking spots were added in the improved area.

Prioritizing and Funding Road Maintenance

The City of Goleta, Public Works staff use a computerized database system to track 85 centerline miles of pavement conditions and to help prioritize pavement maintenance projects. With the goal of using the right maintenance update at the right time, Public Works staff can better ensure efficient use of taxpayer dollars and that Goleta’s roadways are in the best possible shape. 

Goleta pavement projects are funded by a variety of dedicated funding sources:

Centerline miles represent the total length of a given road from its starting point to its end point. The number and size of the lanes on that road are not included in centerline mileage calculations.
  • Measure A’s, Local Surface Transportation Program (LSTP)
  • Measure A’s Road Maintenance and Rehabilitation Account (RMRA)
  • Occasional allocations from the City’s general fund
  • State and federal grants, when available, for projects that meet specific objectives

However, these sources are not sufficient to keep up with existing pavement program needs, so the City must prioritize improvement projects in an equitable manner.

Measure A, administered by Santa Barbara County Association of Governments, is a local transportation half-cent sales tax initiative, approved by voters in 2008.

 

Maintaining and Repairing Pavement and Roadways

Before costly repairs or even replacement of pavement is needed, the City uses preventative maintenance treatments intended to extend the life of the payment. Reconstruction is only considered when preventative maintenance is no longer feasible.
