About Slurry Seal
Slurry seal is a protective surface treatment made of asphalt emulsion, aggregate, and water. After application, the surface must cure while the water evaporates.
Before slurry seal, crews will perform weed removal and crack sealing (preparation work) to prevent deterioration. Temporary parking restrictions may occur and streets remain open for local access.
On the day slurry seal is applied to your street:
- Streets will be closed to vehicle traffic for the day
- No on-street parking will be allowed
- Driveway access will be restricted until the surface cures, approximately
- 6 hours
- Do not drive on fresh slurry seal
- Turn off automatic sprinklers the night before and the day of work
- On-street parking is available on nearby streets that are not receiving
slurry seal work that day.
Loose aggregate (small rocks) is expected after slurry seal and will improve as the pavement cures and through street sweeping.
The contractor will perform multiple rounds of sweeping. If loose aggregate appears excessive, residents are encouraged to contact the City so staff can review the location and determine whether additional sweeping is needed. Residents are advised to drive slowly and use caution when walking, biking, or parking on recently treated streets.
2025 Pavement Construction Areas
During the 2025 construction season, more than 5.2 center road miles were rehabilitated as part of the City’s Pavement Management Program.
The Arterial Pavement Project included pavement improvements to the arterial/main roads. Major improvements are complete; some slurry seal and striping work remains.
The first phase of the Residential Resurfacing Project in the northeast Goleta neighborhood was completed during the 2025 construction season. Crews will return in spring 2026 for phase two, slurry sealing the neighborhood streets.

Proposed Five-Year Pavement Plan
The City uses a Pavement Management Program (PMP), a data-driven approach that evaluates pavement condition, funding, and traffic volumes to determine when and where treatments are applied. Streets are evaluated throughout their life cycle to apply the right treatment at the right time, extending pavement life and managing costs.

2024 Completed Improvement Areas
From July 2024 through October 2024, Public Works completed pavement upgrades on the following roads:
- Caroldale Lane between Camino Laguna Vista and N. La Patera Lane
- Colusa Drive between Calle Real and Del Norte Drive
- Cathedral Oaks Road between Winchester Canyon Road and Evergreen Drive
- Phelps Road between Pacific Oaks Road and Storke Road
- Hollister Avenue between Cathedral Oaks Road and Tecolote Creek
- Storke Road between Hollister Avenue and southbound Hwy 101 ramps
- N. Fairview Avenue between the northbound Hwy 101 off ramp and Calle Real
Summary of 2024 Pavement Rehabilitation Project
During the 2024 Pavement Rehabilitation Project, upgrades were made to 8 individual streets totaling more than 16,000 feet of improvements citywide. As part of the 2024 upgrades, a new layout on Cathedral Oaks Road was implemented that expanded bike lanes and created safer routes of travel with increased protection from vehicular travel. Additionally, 31 new angled parking spots were added in the improved area.

Prioritizing and Funding Road Maintenance
The City of Goleta, Public Works staff use a computerized database system to track 85 centerline miles of pavement conditions and to help prioritize pavement maintenance projects. With the goal of using the right maintenance update at the right time, Public Works staff can better ensure efficient use of taxpayer dollars and that Goleta’s roadways are in the best possible shape.
Goleta pavement projects are funded by a variety of dedicated funding sources:
| Centerline miles represent the total length of a given road from its starting point to its end point. The number and size of the lanes on that road are not included in centerline mileage calculations. |
- Measure A’s, Local Surface Transportation Program (LSTP)
- Measure A’s Road Maintenance and Rehabilitation Account (RMRA)
- Occasional allocations from the City’s general fund
- State and federal grants, when available, for projects that meet specific objectives
However, these sources are not sufficient to keep up with existing pavement program needs, so the City must prioritize improvement projects in an equitable manner.

Maintaining and Repairing Pavement and Roadways
Before costly repairs or even replacement of pavement is needed, the City uses preventative maintenance treatments intended to extend the life of the payment. Reconstruction is only considered when preventative maintenance is no longer feasible.
