The City has enacted limitations on construction and major maintenance work  in the Public Right of Way unless authorized by City Manager (or designee) in accordance with Resolution No. 15-46.

Construction work activities may require a Traffic Control Plan to be submitted with the permit application and may also have restricted work hours if the activity occurs on a designated streets within the City. 

Traffic Control Plan:  The City uses the Manual on Uniform Traffic Control Devices (MUTCD) as the standard for Traffic Control Plans. An approved Traffic Control plan provides proper and adequate notice to the walking, cycling, driving, public that an obstruction is ahead. 

Restricted Work Hours: The Streets with Restricted Work Hours Map shows the City streets with restricted work hours for construction and major maintenance work as defined by Resolution No. 15.46.

Permitting is an important part of protecting the public while work is being done in the public right of way. The permit assures that work is performed safely and meets the minimum City standards. A permit also helps avoid conflicting work within the public right of way.

The City has a Public Portal to make it easy for community members to apply for and track permits and licenses online via the City’s Permit and License Public Portal System that is accessible 24 hours/7 days a week.

Below are types of permit submittal and additional items that may be required based on the type of application to complete for review and approval of an application.

  • Encroachment Permit Application Form
  • Wireless Facilities Supplemental Permit Application Form, if required
  • Certificate of Insurance and an Additional Insured Endorsement
  • Encroachment Permit Fee
  • City of Goleta Valid Business License (Applicant/Contractor)
