The City’s Public Works Department manages and administers Encroachment Permits for a variety of uses of the public right of way.  An Encroachment Permit must be issued prior to work commencing in a public right of way. 

To obtain an Encroachment Permit, the Applicant must submit a completed Encroachment Permit Application prior to commencing of work activities within the City:

Below are some of the types of work activities requiring a permit:

• Construction work activities such as cutting, trenching, potholing and/or placement of test /boring pits in the street, painting or street marking obliteration, concrete removal, sidewalk, curb, gutter and/or driveway apron removal/repair/improvements, access ramp installation, or posting temporary no parking.
• Any tree trimming, planting, or removal on public land, including in the parkway. The City has a pre-approved Street Tree Planting List (See Below) for the Applicant to review for any planting within a public right of way.  The City Arborist must review the planting location and planting methods prior to planting in a public right of way.
• Landscaping in the parkway, usually the strip of land between the curb and the sidewalk, but sometimes the parkway is at the back of the sidewalk. Note:  Poured concrete or mortared pavers are not allowed to be placed within the parkway.

Transporting dirt or other surplus materials such as concrete etc. of 50 cubic yards (CY) or more within the City limits will require a Haul Permit. To obtain a Haul Permit, the Applicant must obtain an Encroachment Permit prior to commencing hauling activities within the City.

To obtain a permit for any oversize or overweight vehicle (as defined by Caltrans) entering the City limits via a City road, the Applicant must submit either a completed Annual Transportation Permit Application or a Single Trip Transportation Permit Application

To obtain a permit for placement of a dumpster/roll-off boxes within the public right-of-way, the Applicant must obtain an Encroachment Pemit prior deliver of any dumpster/roll-off by the service provider within the City.

The Applicant should contact the hauler service provider to confirm if they will be securing the permit from the City prior to placing the dumpster curbside or if they will require the Applicant must apply for the permit.

No person shall engage in, conduct, or use any public or private property, building, street, facility, or residence in the City for location filming without first obtaining a City permit in accordance with GMC Title 12 Chapter 12.05.030

To obtain a Film Permit for any production filming or still shoots within the City, the Applicant must submit a completed Film Permit Application to the City Film Office via facsimile (805-685-2635). 

To obtain a permit for a wireless facility in the public right-of-way, the Applicant must obtain an Encroachment Pemit prior to conducting installation and/or operation activities within the City.

In addition, the Applicant will also be required to submit an additional Wireless Facilities Supplemental Permit Application to be submitted with the Encroachment Permit.

To obtain a Special Events Permit for any special event such as a march, procession, walk, run, festival etc. that will be held on public property or effects a public right of way , the Applicant must submit a completed Special Events Permit Application to the City’s Neighborhood Services Department at least 30 days in advance of the proposed special event in accordance with . GMC Title 12 Chapter 12.07.30.

No person shall sell or offer in a commercial context any alcoholic beverage in any City recreation area except by concession agreement or written authorization from the City in accordance with GMC Title 12 Chapter 12.15.160.

To obtain permit to sell beer and/or wine in a City recreation area, the Applicant must submit a completed Permission to Sell Beer and/or Wine on City of Goleta Park Property Application to the City’s Public Works Department.

To obtain a Scientific Research Permit for the purpose of capture, collection of specimens within the City for the purpose of research, education, museum collection and biological consulting, the Applicant must submit a completed Scientific Research Permit to the City’s Public Works Department.

The Applicant will be required to submit payment for permit issuance and associated requirements in accordance with the current Comprehensive User Fee Schedule that can be found on the City’s Finance webpage. 

Contactors performing work within the City limits must obtain a Business License from the City’s Finance Department.

The Applicant shall contact the Public Works Department for scheduling a construction inspection. Additional fees may be required for inspections.
