As of July 1, 2020, project/development traffic impacts are now measured in Vehicle Miles Traveled (VMT) under the California Environmental Quality Act (CEQA). In order to complete CEQA review you may need to perform a VMT analysis. The City Council Resolution 20-44 contains the content to determine if VMT analysis is needed for the project and the City adopted VMT thresholds. The City has provided two tools to guide the VMT analysis and the City allows the use of either tool. One tool is an excel spreadsheet format and the other is geographically based platform (GIS).
